Myanmar Center to Empower Regional Parliaments (MCERP)

 

We sincerely believe that all peoples of Myanmar are responsible to make greatest effort to enjoy the values of democracy, human rights, citizens’ rights, ethnic rights, the rule of law, justice and equality, during the country’s transitional period. When the new democratic country is being built and separation of powers is being exercised, improving the capacity of and checks and balances among the legislative, administrative and judicial powers are extremely important.

Improvement of citizens’ participation in the country’s political process is also especially needed. Although the political changes happening in Myanmar since 2011 are not fully satisfactory, we, a group of former political prisoners, believe that avoiding confrontation, establishing the culture of political dialogues, working together and building the trust between the opposite forces are great interests of the country. With this belief in our hearts and minds, we have founded the “Myanmar Center to Empower Regional Parliaments (MCERP)” in November 2015.

The MCERP is dedicated to empower Members of State/Regional Parliaments (MRP) in their legislative works, improve the relation and cooperation between the constituents and their MRPs, and assist the peoples to get involved more in the democratization process.

 

 

Policies, Vision, Objectives and Procedures

 

Policies

 

1.     MCERP serves for the peoples of Myanmar without being attached to any political party or any person.

2.     MCERP values independent opinions of constituents.

3.     MCERP aims to help State/Regional Parliaments to serve their constituents effectively, to promote good and clean

         regional governance and   to encourage independent and fair judiciary.

4.     MCERP believes in highest level of transparency and is committed to practice it fully.

5.     MCERP is a non-profit organization.

6.    MCERP will assist any Members of State/Regional Parliaments in their legislative works regardless of their political

         parties and background.

 

 

Vision

 

1.    Through checks and balances of effective State/Regional Parliaments, regional governance and regional judiciary will be

        better and foundation for democracy system will be stronger.

2.    The peoples of Myanmar will personally enjoy the values of democracy and fully exercise their democratic rights.

3.    Citizens’ rights, human rights, and ethnic rights of the peoples of Myanmar will be promoted and protected.

4.    The peoples’ participation in democracy, human rights and country’s political process will be improved.

5.    Myanmar will become a newly developed country which grantees democracy, human rights, equality, justice, the rule of

        law, and human dignity for all of its citizens equally.

 

 

Objectives

 

1.     To assist Members of State/Regional Parliaments in their legislative works

2.     To assist constituents who would like to report their regional problems to their respective MRPs and improve the

         relations between the constituents and MRPs

3.     To empower Members of State/Regional Parliaments to effectively check and balance Regional Administration and

         Regional Judiciary for good governance and independent judiciary

4.     To help citizens to understand their rights fully and promote citizens’ active participation in the regional governance

 

 

Procedure

 

1.     MCERP will facilitate meetings between constituents who want to discuss their regional problems and their respective

         MRPs.

2.     MCERP will provide expert advises and necessary assistance to any Members of State/Regional Parliaments who ask

         for help in their legislative works.

3.     MCERP will facilitate discussions and workshops for experts on various categories, and Members of State/Regional

         Parliaments regularly.

4.     MCERP will inform the works of State/Regional Parliaments to constituents through town hall meetings, newsletters,

         Website and social networks.

5.     MCERP will encourage the peoples of Myanmar to actively and personally participate in the process of building the new

         democratic country.
